I bought these for my kids years ago (they say they're too old to do Halloween now unfortunately) and they got loads of use out of them. They're a cape design with a shaped sleeve like a bat wing, and 3D ears and fangs on the hood. They fasten at the neck with velcro-style hook and loop fastenings so they're super easy to put on and wear, even for the little ones.
You just wear them over your own clothes, so as long as the kids have some dark trousers you're ready to go as whatever they're wearing on the top gets completely covered up with the cape.
I found that these lasted a good few years because of the large loose shape, as they didn't grow out of them like they would with a regular costume so from £6.99 they're a super price.
